SUMMARY:Conversation with Oregon DEQ on Consumption-based Emissions Inventories
DESCRIPTION:The Oregon Department of Environmental Quality (DEQ) inventories greenhouse gas emissions in two different ways: the sector-based\, formally the in-boundary inventory; and the consumption-based emissions inventory (CBEI). The inventories utilize different accounting methods\, and each encompasses a unique scope of emissions. This webinar explored\, in broad strokes\, Oregon’s CBEI methodology\, data sources\, the lessons learned from their modeling\, and what actions DEQ is taking based on the results. \n \nPowerPoint Slides

SUMMARY:C & D Materials Management & Markets in the Northeast
DESCRIPTION:Co-sponsored by: The Northeast Recycling Council (NERC) and NEWMOA \nA recording of this webinar is available online. \nC&D materials are generated in new construction\, remodeling\, deconstruction and demolition. Common components of new construction in the U.S. include: wood; concrete/masonry; wallboard; metal; corrugated cardboard; bottles and cans; and trash. Demolition debris includes: concrete; wood; trash; scrap iron; asphalt; brick; and roofing. There is an increased emphasis on the processing and reuse of C&D materials. Many of these materials can be recycled and made into new products — clean\, untreated wood can be made into new wood products (i.e.\, furniture\, and wood chips and mulch for landscaping purposes); gypsum wallboard can be ground into a gypsum powder that is then manufactured into new plasterboard or applied as a soil amendment; and asphalt shingles can be recycled into cold patch\, new shingles\, or hot mix asphalt. \nThis joint NEWMOA and NERC webinar included presentations on: \n\nThe results of NEWMOA’s analysis of data collected by the environmental agencies in Connecticut\, Maine\, Massachusetts\, New Hampshire\, New Jersey\, New York\, Rhode Island\, and Vermont on architectural C & D materials generation and processing. (download slides)\nThe results of a Massachusetts Department of Environmental Protection (MassDEP) funded study that evaluated the current and future status of construction and demolition (C&D) debris management in Massachusetts\, and identified and recommend potential opportunities for the diversion of a greater proportion of recyclable materials to recycling markets. NERC administered and contracted with DSM Environmental Services (DSM) to conduct the project. MassDEP has established a goal of diverting 50 percent of C&D materials from disposal\, but in recent years the actual diversion rate has plateaued at around 30 percent. The primary objective of the analysis undertaken by DSM was to first assess incoming and outgoing materials at Massachusetts C&D processors and handling facilities\, and to determine what the opportunities and constraints are to increase materials diversion beyond 30 percent. (download slides)\n\nPresenters included: \n\nJennifer Griffith\, NEWMOA\nTed Siegler\, DSM Environmental\nNatalie Star\, DSM Environmental

SUMMARY:Innovative Compliance Assistance & Assurance Strategies that Work
DESCRIPTION:The purpose of the webinar with EPA Headquarters OECA was to help inform them about various programs that have been underway in the northeast states in the region and elsewhere to advance and measure compliance at facilities for more than a decade. For some states\, these programs are called Environmental Results Programs (ERP) and for others they have other names and approaches. The webinar will focus on the experience in these programs. NEWMOA hopes that this will help inform EPA’s efforts to advance compliance through assistance and assurance efforts. \nPresentations: \nCompliance Assistance: Evidence-Based Approach by Ron Gagnon\, RI DEM \nPromoting an Integrated\, Balanced Approach to Compliance Assurance\, Nicole Lugli\, CT DEEP \nMassDEP Alternative Compliance Strategies\, by Suzi Peck\, MassDEP \nAdditional Resources\, by Terri Goldberg

SUMMARY:Reducing Waste Disposal at Transfer Stations in Rural Communities
DESCRIPTION:In many rural areas in the Northeast\, towns operate transfer stations to provide waste management and recycling services to their residents. NEWMOA partnered with waste management authorities and transfer stations in rural areas of New Hampshire and Vermont to improve worker safety and promote waste reduction. \nThis webinar offered strategies for transfer station attendants to communicate the importance of waste reduction\, reuse\, and recycling to residents. NEWMOA’s recently published handouts and posters were also highlighted. \nThe PPT Slides and a Recording of this Webinar are available.\nView the Recording:

SUMMARY:Improving Safety at Transfer Stations in Rural Communities
DESCRIPTION:In many rural areas in the Northeast\, towns operate transfer stations to provide waste management and recycling services to their residents. NEWMOA partnered with waste management authorities and transfer stations in rural areas of New Hampshire and Vermont to improve worker safety and promote waste reduction. \nThis webinar was intended to raise awareness of common issues found at small transfer stations to help improve safety for both transfer station workers and residents. Topics included: \n\nEquipment safety (compactors)\nPersonal protective equipment (PPE)\nWeather & extreme temperatures\nTraffic safety\nSlip/Trip/Fall hazards – with a focus on the metal & bulky/C&D waste collection areas\nHazardous & Universal Waste\nAnd several other topics\n\nThe PPT Slides and a Recording of the Webinar are available.
