NEWMOA's overall goal for the Northeast Commercial Paper Recycling Project is to reduce greenhouse gas (GHG) emissions tied to the manufacturer, transport, and disposal of paper generated by commercial facilities. The Association plans to achieve this goal by:

NEWMOA formed a Commercial Paper Recycling Workgroup that includes representatives from the northeast states' recycling, solid waste, and economic development programs, EPA Regions 1 and 2, and the Northeast Recycling Council (NERC) to oversee the Project. In the first phase of the Project, NEWMOA held a Commercial Paper Recycling Stakeholder Summit to gather ideas for significantly increasing commercial paper recycling by generators.
