| Project Description |
In April 2008, Governor Paterson signed Executive Order Number 4 "Establishing a State Green Procurement and Agency Sustainability Program." The Order is applicable to all State agencies and authorities and includes two objectives:
-to procure copy paper, janitorial paper, and other paper supplies composed of 100 percent post consumer recycled content to the maximum extent possible, and
-to print publications on 100 percent post consumer paper by July 1, 2008.
In addition, an Interagency Committee on Sustainability and Green Procurement will annually develop 3 priority categories with 12 priority commodities, services, and technologies within each category by September 1, 2008 and develop specifications for these categories by December 1, 2008. The Committee shall also establish goals to achieve reductions in solid waste generated and paper consumed. Each agency and authority is to establish a Sustainability and Environmental Stewardship Program to develop projects, programs, and policies to achieve compliance with this Order. The Order requires a training program to assist with implementation. Each agency and authority will be required to annually submit a progress report on March 1 beginning in 2009. Finally, the Order creates a Sustainability and Green Procurement Advisory Council to provide advice and assistance to the Committee.
Contracts are being awarded to meet the paper content objectives. The Interagency Committee has been created and has announced the availability of a website and a proposed list of categories for which specifications will be developed in 2008. |
