By the end of July 2000, the New York State Small Business Assistance Program (SBAP) mailed 3,548 outreach packages to gasoline stations in the New York City Metropolitan Area and Lower Orange County that are required to conduct testing of their Stage II vapor recovery equipment. Stage II equipment is designed to capture the vapors that would otherwise escape during the refueling of vehicles. Under New York law, tests of this equipment are required every five years, and a summary of the test results must be submitted to the regulatory agency by the station. The SBAP conducted this outreach under a cooperative agreement with the EPA. The outreach package included a letter of explanation, a fact sheet explaining the pertinent portion of the state regulation, a cover sheet the stations could use to report their test results, and a listing of known testing companies. Once a station submits test results to the NYSDEC, the SBAP will provide the station with colorful stickers that identify them as a station that has conducted the required testing. Future outreach will include print ads and other public service announcements that encourage motorists to refuel at gas stations displaying the stickers. |
