In the fall of 1999, Massachusetts implemented an enhanced inspection and maintenance (I&M) program for cars, buses, and trucks to identify vehicles with excess emissions and ensure that they are repaired. This program was expected to reduce smog-causing vehicle emissions by 25 percent. Cars are tested on a dynamometer, a treadmill-like machine that simulates actual driving conditions. In addition to analyzing exhaust emissions, such as carbon monoxide and volatile organic compounds, more accurately than the previous idle test, the new test procedure also measures emissions of nitrogen oxides, one of the main ingredients in the formation of ground-level ozone. |
